Welcome to the City of Kirkland bill payment service operated by the Paymentus Corporation.  We are providing this bill payment services to you subject to the following terms and conditions. If you use this service to make your payment, you accept these terms and conditions. Please read them carefully.

Privacy Policy: Your transaction information is secure and will only be used for the purpose of processing this payment transaction.

By clicking on the "I Agree to the Terms and Conditions" box, you agree to pay the Total Amount Charged which is the bill payment amount to be paid to the billing company. All authorizations are subject to the agreements governing your credit or debit card.

Payment transaction will only be completed after receiving successful authorization from your card company for the Total Amount Charged.

PAYMENTS ARE DUE ON THE BILLING DATE SHOWN ON YOUR STATEMENT and become delinquent after 30 days.

 

The customer is responsible for assuring timely receipt of payments by the City of Kirkland. A 10% late fee will be added on the 31st day after the billing date. Additional notices will not be sent before 30 days have passed. Failure to receive notification does not exempt a balance from past due penalties. Unpaid utility bills may be sent to a collection agency and recorded as a lien on the property with processing fees added to the utility account. 

 

Payments will be posted within 2 business days. You will receive a confirmation number for your records.

Overpayments made to accounts will remain on accounts for future bills to use.

A $25.00 fee will be assessed on any account that has a returned check, or insufficient funds in a debit card account. The balance due resulting from the reversed payment will be subject to past due penalties including possible shut-off of service if the City of Kirkland is your water provider.

 

Property owners are responsible for all charges on this bill. Billings to tenants are for the convenience of the owner. If you are a tenant receiving a City of Kirkland utility bill, or if a tenant has set up an account on this website, please be advised that a copy of any late notice will also be provided to the property owner or their designee.

 

Customers who question their bill shall have the right to an informal conference with the Customer Accounts Supervisor or another employee designated by the Customer Accounts Supervisor. You are encouraged to telephone or write the Customer Accounts Supervisor to schedule a time for the conference so that all records will be ready. However, you may appear for an informal conference at the Utility Billing counter at Kirkland City Hall, 123 Fifth Avenue, Kirkland, on regular business days from 8:30 a.m. to 4:00 p.m. If the employee who conducted the informal conference concludes that the amount billed is justly due, then the city retains the option of terminating service once the customer has been notified of that decision or on the turn off date, whichever is later.
